Lithuania Kaunas city is the second largest city of Lithuania. In 2004, the city Kaunas had 369,000 inhabitants. The amount of employable persons was 62,7 per cent and of pensioners 19,5 per cent.

The system of social services in Kaunas was created after restoration of independence and is not developed enough until now. Only 20 out of 10,000 persons have the possibility to receive services. The kind of services for elderly is: help at home, nursing at home, ambulatory and stationary services. Providers of services are municipality enterprises, NGO and private enterprises.

Help at home is provided by the municipality Centre of Social Services and two NGOs. Nursing at home is provided by four NGOs. Stationary services is rendering in the Municipality House for Elderly and the House of Generation. Municipality is financing services for 100 persons. Two NGOs are involved in this activity as well and are giving services for 78 persons. 12 NGOs are rendering ambulatory services. Mostly they are offering services in four day centers.

The Third Age University is very popular among elderly. Many NGOs are involved in organizing education, information, psychological help, leisure and cultural activities for the older population. The Labour Market and Equal Opportunities Division invites social partners to participate in preparing the National Action Plan for Employment, Increasing of Employment programme for the implementation of the EU employment strategy and Lisbon Council targets.
The main activities are: to increase adaptability of workers and enterprises, to attract more people to the labour market, to invest more effective into the human capital and training, monitoring of active labour market measures and to insure equal opportunities in labour market for all. The Ministry considers this project being very important to exchange experience in this fields of activity and to improve of national employment policies to achieve full employment. Elderly Woman's Activities Centre invites social active women to come together and engage in self-improvement, common realization of individual possibilities and self-esteem. Main activities are: education, training, information, publishing, social services, health support measures, nursing and help in critical situations, cultural, club and community work, investigation of elderly people situation and protection of their rights, stimulation of civil activity. Volunteers are trained in nursing courses 80 hours (6-8 courses per annum). 52 nurses-volunteers are working with ill and handicapped persons 10-12 thousands hours per annum, serving meals on wheels for 10-15 persons, nursing dying and console members of their families.
